The White House is threatening to pull the plug on electric vehicles, at least those that aren’t made by any of the president’s senior advisors. But around the world, countries are racing to transition from gas-powered cars to EVs, investing billions in infrastructure, battery technology, and manufacturing. China is leading the charge, with nearly half of all new car sales being electric or plug-in hybrids—five times the rate in the U.S.
